Scope
Since the large-scale invasion in Ukraine, power generation and supply infrastructure has been largely damaged, for this reason the vodokanals in Ukraine have been forced to operate under emergency scenarios to ensure the treatment and distribution and conveyance of water and wastewater, often during complete power blackouts.
Approach
“CDM Engineering Ukraine” (CDM) successfully conducted a rapid assessment of power needs of water and sanitation service providers (vodokanals) in five cities in Ukraine (Kyiv, Lviv, Kharkiv, Kherson, Odesa) with the aim of both preventing urban water shortages and to assess longer-term improvements specific to energy efficiency that could be made by the water utilities in these cities.
During the assessment CDM team addressed such objectives: provision of specific and actionable data and findings to rapidly respond to energy demand and backup power needs (including fuel and related equipment) of selected vodokanals in the short term. As a follow-up to a rapid assessment of the power generation needs of the water and wastewater utilities, CDM provided procurement support for addressing vodokanal needs identified during the assessment.
Outcome
CDM identified the key opportunities to optimize energy efficiency and resilience in the short term.
CDM provided an overview of linkages and gaps between water and sanitation services and the energy sector—including aggregate demand, energy efficiency issues, and vulnerabilities/risks. The procurement services included the identification of full equipment specifications required; design of high-voltage backup power supply; market and vendors research of equipment suppliers; procurement support and bid management.
